saas基础平台的高可用性

刚刚看到今天早上出现在日本techcrunch的一则新闻。美国亚马逊的web service的s3,ec2服务大面积瘫痪。包括twitter,smugmug,37signals,adaptiveblue等风头正劲的公司，都因为租用亚马逊的服务在这次大面积宕机中蒙受影响。
即使是号称有着5个九的高可用性的全球最大的saas基础服务提供商，也在遇到来自于互联网上的可用性的挑战。
donews上一篇文章简单的介绍了中国当下的黑客产业链。对于中国互联网网络安全管制，基本上全靠用户自己的力量来维持。在法律边界上，还没有严格的得到执行和规范。

目前的互联网环境，在中国开展独立的saas服务。还需要什么？
选择alibaba作为“卖水”公司？
选择ibm作为“卖水”公司？
还是选在海外的amazon，fujitsu的服务来支持自己的网络应用？
